The Dunkirk evacuation during the dark days of W W 2 was a tad larger. But I do not have the relative statistics to hand. Cheers, Tony.

I beg to differ, Tony. The Dunkirk evacuation removed fewer than 340,000 English, French and Belgian troops from France over a period of 9 days. The evacuation of Lower Manhattan was in one day and removed almost 500,000 people. I acknowledge that the distance traveled was quite a bit longer in the case of Dunkirk, but the rallying of so many boats in such a short time in Manhanttan was nothing less than phenomenal and was done strictly on a volunteer basis.

To coin a phase, "Never has so much been owed by so many to so few!" Oh, wait, I think someone has already said that. :)
