Decanted to carboys and not fermenting

I decanted use to demijohns 2 days ago. Set on warming plate and watching temperature but not bubbling. Thinking I need to make a new starter, how should I do this. I have yeast powder
 
First thing, what is your specific gravity? If it stays the same for at least 3 days and is below 1.000 the ferment is done. If it is higher than that, what was the origional gravity on the ferment. If it was high, you could still be done and have sugar left, but the alcohol is high enough to kill the yeast off. Arne.
