While I have sympathy for the wine shipping and purchasing situation in PA, the guy who was illegally distributing wine would have the same problem in any state. The large national alcohol distributors would see to that.
 
PLCB is NOT the police, and the opinion piece states that there is no process for selling illegal wine.

Their hands are tied.

I believe the "gist" of the article is that it is really sad that all this exceptional wine will be dumped into a PA sewer real soon.......

There is no path forward to confiscate the "contraband" and therefore punish the offender but still use the proceeds to help those in need.....

Sad and stupid - blame falls squarely on the people breaking the law.

The fact that we're still a government run monopoly for which price, selection and convenience are all mere echoes of the free market reality in our neighboring states - now there are politicians to blame for that.
