My question is should I skip stage 2? Usually if I add the second stage when it looks like this then it gets cloudy and takes forever to clear.

Are there any repercussions by not using stage 2?
 
Depending on what's in the wine/mead, you sometimes only need the kieselsol to get it clear. No need to add the chito to something that's already clear.
 
If there was enough protein and yeast for the kieselsol (stage 1) to drop out you are fine. You could do a small sample with a bit of chitosan added to see if anything drops out. I would be worried that not all the stage 1 dropped out and will later precipitate in the bottle, but a small sample could confirm for you.
 
Would it make a difference I think so it completes the balancing act of the chems . That's why it's there.
