My sp.gr. was already at .996 when I transferred to secondary fermentation carboy. This is what it needs to be at clearing/stabilizing step. Do I wait the 10 days per step 2 of directions or start step 3 clearing/stabilizing?
 
My experience with WE kits is that they finish around .992. So definitely let the wine sit and finish fermenting. I would wait the full 10 days (or longer), but others will probably suggest moving on earlier. IMO, there is no rush to move on quickly.
