What is that thing?!!!

There is a former golf course in my neighborhood that was sold and converted into a beautiful vineyard. There is some equipment next to one of the lakes with 2 - 3" PVC pipes going into the lake. Im guessing a in and out treatment of sorts. It has white smoke billowing out. Can someone here in this forum tell me what it is? Is the white smoke toxic?

Sounds to me like maybe Cold water coming out of the lake, going somewhere, used to cool something and then warm water pumped back into the lake to cool. But I'm really just guessing. If it is that, then no, the white smoke isn't anything to worry about.
