Grafting smaller vines?

I have a root and a vine that are about 1/4 in inside diameter(doesn't count the bark or anything)......are they substantial enough to graft?

it should be best is the size of a pencil.

Cleft or omega graft for that one. My hands don't like doing chip grafts that small, but the cleft or omega graft will still work fine.
