Help with pest

Hope someone can help me identify the possible pest that is causing this on my vines. I originally thought it was an animal. Then fenced out any possibility of that and also some of these "breaks" or cuts are way too high off the ground. So I am assuming its an insect of some sort. Japanese beetles arent out yet. Thats the only pest I have had in my vineyard before.

Here is a pic:

Every vine has at least one of these and some have multiple. I havent seen one insect or worm anywhere.

Ideas?
