I'm new to wine making. Using wine making kits, is it that much better to use oak barrels rather than using glass carboys with oak chips?
Can I age the wine in a glass carboy an save the high cost of a barrel with the same results?

No comparison to a wine that has been aged in a barrel and one that has lived its whole life in a glass jar. We are strictly talking red wines here. Can you make a good red wine without one, yes. A barrel provides much much more than just oak flavor though. It provides micro-oxygenation as well as concentration of the wine through evaporation that a glass jar does not provide. This increases the flavor profile 10 fold, opens up the wine to more expression than you will ever have from a glass carboy.
 
Thanks Mike, That helps me a lot. I think I will invest in a 20 liter barrel an give it a try.
