I would like things to be clarified in winemaking; What is exactly need to be done in order to rising up the alcohol level...

Take an sg reading before fermentation to determine your potential alcohol. Using your hydrometer you can continue to add sugar (simple syrup is the preferred method) until you achieve your desired sg reading.

I personally prefer making orange, cherry and grape wine from Kalecik Karasi (a Turkish wine produced from this grape). Kalecik Karasi grapes are famous for their unique taste, aroma and flavor. How does adding water into the liquid (except grape must) would effect on the alcohol level? for intance, without adding water into the cherry liquid what would happen.

The only reason to add water would be to dilute a very high acid content or to thin out a very viscous liquid or even to lower a very sweet lquid like a grape must that as picked very late thus producingtoo much abv for that particular stly of wine. Other tan thgat you will be diluting your flavor down.
 
The other factor is the alcohol tolerance of the yeast. Some yeast will die off at 13 - 14 % while others my go as high as 18 to 20 %.
