Those are tiny dots, but I think Black Rot is an acceptable diagnosis. In the past I've immediately removed anything I've found with Black Rot. I'm not sure what others have done.
not black rot. it shows on the leaves as freckles. this is anthrocate(?) or phomopsis. I would suggest googling grape diseases. some web sites have pictures of the disease for easy identification.
That looks like Phomopsis cane spot or anthracnose to me. I would remove during shoot thinning if other good shoots are available in the area. Otherwise, I just stick with the spray program.
A dormant liquid lime sulfur application is effective against cane spot. Mancozeb and manzate are good foliar sprays.
