Have you thought about a simple swale along the edge of her property to intercept the drainage and carry it off her property? It's always a better idea to stop it from getting to the house rather than trying to get rid of it after it's there. Hopefully the city will make the dealership take care of it as should have been done in the forst place. Keep us posted!

Did I say anything about diverting the water into a neighbor's yard. No! If you read the entire thread, you'd see that the house is on a hill and the water that's an issue eventually winds up flowing on to the street. A swale could be constructed to intercept the water before it gets to the house and send it onto the street.Yea divert it into the next neighbors yard.
