What is this vine disease?

I have two vines that have a stunted shoot with spotty leaves. The vines appear to be healthy.

I wanted to ask here before I do some research on the issue.

Doesn't look like any of the major viruses (red blotch, fanleaf or leafroll). Only 2 vines? The shoots look healthy, which is good. You didn't get hit by the early frost did you?

No early frost. It is likely a Eutypa symptom which I know is an issue in this vineyard. Maybe a shoot coming from a bad spot on the cordon

Eutypa tends to not go down the vine too fast. I have been advised to cut again about 4 inches below the original cut, or if it is a spur, take it off. There are dusts to cover the new cut if required. Not sure if that is what it is or if this helps.

Yes that helps. I will be sawing down even more vines to a stump, it seems. Then hoping for water shoots to retrain the cordon
